Cyberstability Hearings of the Global Commission on the Stability of Cyberspace (GCSC)

The hearings of the Global Commission on the Stability of Cyberspace (GCSC) will be held from 14:00 until 18:00 on 19 September 2018 during the Singapore International Cyber Week (SICW) at the Marina Bay Sands Expo.

The hearings feature discussions between Commissioners , governmental advisors and non-state representatives and experts on matters pertaining to international peace and security in cyberspace. It will provide advanced insight into and discussion about some of the current developments and thinking on norms of responsible behaviour in cyberspace, implementation and enforcement mechanisms, as well as the way forward for the international security architecture in cyberspace.

The GCSC was launched at the 2017 Munich Security Conference by the Foreign Minister of the Netherlands. It engages the full range of stakeholders to develop proposals for norms and policies to enhance international security and stability, and guide responsible state and non-state behavior in cyberspace. To this end, the Commission convenes four times and hosts two Cyberstability Hearings per year. It comprises 26 prominent Commissioners representing a wide range of geographic regions as well as government, industry, technical and civil society stakeholders with legitimacy to speak on different aspects of cyberspace.
